Scott Loughner appointed police chief in Downey

DOWNEY — Acting Police Chief Scott Loughner has been promoted to chief to oversee the department’s operations, it was announced Aug. 29.

Loughner stepped in as interim police chief last December after Leslie Murray retired, capping a 32-year career.

Loughner joined the Downey Police Department as a recruit in 1999 and climbed the ranks, serving as a sergeant and lieutenant prior to his promotion to captain in 2021, according to the department.

“My commitment is to work closely with our officers, professional staff, city leaders and community members to ensure Downey remains safe to live, work and visit,” Loughner said.

“We are thrilled to welcome Scott Loughner as our new chief of police,” Mayor Mario Trujillo said. “He has demonstrated exceptional leadership throughout his career and shares our community’s integrity, service and safety values.”

City Manager Roger Bradley added, “We are excited to welcome Chief Loughner to our leadership team. With his extensive experience, I am confident that he will uphold the high standards of our police department and strengthen our commitment to community safety and service.”

Fullerton-born Loughner was raised in Placentia and holds a bachelor of arts in criminal justice from Cal State Fullerton, and a master of science in emergency services administration from Cal State Long Beach.

Loughner has been married to his wife, Marie, for 21 years and has three children: Reese, Avery and Luke. He enjoys playing golf, coaching his son’s baseball team, and watching sports in his free time. He is also an avid collector of sports memorabilia.

Loughner started his new role Aug. 28.
